摘要 我国事业单位改革不断深入,离退休人员的队伍也在不断壮大,社会老龄化问题越来越突出。离退休人员档案管理是保障其权益的前提和基础,传统的档案管理效率低、管理成本大、差错率高,不利于档案管理的规模化发展,档案管理方式受网络化信息的影响,也在不断发生变化,传统的人事档案管理制度已无法满足社会需求。针对离退休工作档案管理存在的问题进行研究,提出有效的发展策略,应改变传统管理方式,探索人事档案管理的新模式,积极构建事业单位退休人员社会化管理服务平台,促进相关工作的发展,引导档案管理工作的科学发展,推进离退休工作档案管理的科学化建设。 The reform of public institutions in our country has been deepening, and the ranks of retirees have been growing, and the problem of social aging has become more and more prominent. The management of retired personnel is the prerequisite and basis for the protection of their rights and interests. The traditional file management efficiency is low, the management cost is large, and the error rate is high, which is not conducive to the large-scale development of archives management. The file management mode is influenced by the network information, and the traditional personnel file management system has been unable to meet the needs of society. This paper studies the problems existing in the management of retired files, puts forward the effective development strategy on changing traditional management mode, exploring new mode of personnel file management, actively building social management service platform of retirees, promoting the development of related work and scientific construction of retired file management.
