广东电力市场需求侧响应交易机制研究

Research on Demand Response Trading Mechanism in Guangdong Electricity Market

新一轮电力体制改革明确强调需求侧响应的重要性及其实施,但国内需求侧响应尚未与电力市场建设融合,严重制约了需求侧响应的发展。针对此,首先研究美国PJM的需求侧响应模式,并进一步总结概述国内需求响应试点的项目类型。然后结合广东电力市场发展现状和国家政策,研究并设计了广东近几年电力市场发展的时序路线规划图,分析了各阶段市场的主要特点。在此基础上,借鉴PJM需求响应市场的成熟经验,提出了广东电力市场需求侧响应交易品种与交易机制。

New turn of electricity system reform definitely emphasizes importance of demand response （DR） and its imple-mentation, but domestic demand response hasn^ integrated with construction of electricity market, which seriously restricts development of DR. Therefore, this paper firstly studies DR mode for PJM electricity market in the United State and sum-marizes pilot DR project types. Combining development status quo in Guangdong electricity market and national policies, it studies and designs time series route plan of Guangdong electricity market development in recent years and analyzes main characteristics of various stages of the market. Finally, it puts forward trading varieties and trading mechanism of DR in Guangdong electricity market by drawing lessons from mature experience of DR market for PJM.
