石化企业突发事件应急预案形式化建模方法 被引量:2

摘要 应急预案是对突发事件进行应急处置的指导性文件,为提高企业的应急处置效率和信息化技术在应急管理领域的应用水平,对数字化应急预案技术进行了研究,提出了一种基于任务匹配的扩展Petri网模型。对应急处置流程进行建模,并对应急处置流程中的应急任务、应急组织机构以及应急资源进行了形式化定义和互相关联;采用不同类型的实体和有向弧,以表征任务的不同执行状态及任务之间的不同逻辑关系;构造了应急处置流程的可视化模型,以提高模型的可读性和可操作性。采用上述方法,对某石化企业油气管线泄漏事件的应急预案建立了形式化模型,该模型可直观地反映各项应急任务的执行组织及应急资源需求信息、应急处置流程的逻辑结构以及流程当前所处的状态。该可视化模型可有效辅助应急指挥人员进行应急决策,指导应急救援,进而对突发事件进行快速、准确的应急处置。 Emergency plans are the guidance information for the emergency response ; to improve the efficiency of the emergency response and the application level of information technology in emergency management of enterprises, the technology of digitized emergency plan is researched. An extended Petri net model based on allocation for tasks is presented to build the model of the emergency response process; and the formal definitions of emergency tasks, emergency organizations and emergency resources in emergency response process are proposed, and the correlation among them is built. Different execution statuses of tasks and different logic relations among tasks are characterized by the different entities and directed arcs, and the visualization model of the emergency response process is built to improve the readability and operability. Using these methods above,the formal model of the emergency plan for the oil and gas pipeline leakage in certain petrochemical enterprise is established. The results show that the model can directly reflect the information of emergency organizations and emergency resource demands for each emergency task, the logic structure of the emergency response process and the current state of the process. This visualization model can be used to assist emergency commanders to make emergency decisions and guide emergency rescue effectively; and then quick and accurate response to the emergency will be done.
