Investigation and Analysis on the Open Government Data of African Countries

通过网络调查的方式,以非洲已经建立了政府数据开放平台的54个国家为研究对象,从数据资源建设、数据组织与描述、数据检索与利用三个方面对54个国家政府数据开放平台进行详细的调查与分析。在此基础上,总结了系统制定政府数据开放相关法律政策,加强开放政府数据资源建设,统一描述标准、细化主题分类,重视社交媒体、注重用户体验四个方面的经验与启示,以期为我国政府数据开放平台的建设提供参考。

This paper chooses 54 African countries which have established open government data platform for the study by the network survey. The paper makes a detailed investigation on the open government data platform of these countries from three aspects： data resource construction, data organization and description and data retrieval and application. And on this basis, the paper includes the following contents： formulating the relevant policies and laws about open government data systematically; strengthening the construction of open govern- ment data resources; unifying the standard of data description; refining the subject classifica- tion; attaching the importance to social media and focusing on user＇s experience. Thus the paper offers references for the construction of open government data platform in our country.
