城市社区治理的文化路径探析

On the Urban Community Governance from the Cultural Perspective

随着改革开放的全面深入推进和城市化步伐的加快,"单位人""村落人"成为了"社区人",诸多社会矛盾和问题下沉到城市社区,城市社区治理面临诸多困境,其深层次根源在于多元文化间的冲突,文化与环境不相适应。文化是人们应对环境变迁和社会矛盾的产物,是人们行动的产物,也是人们进一步行动的决定因素。因此,从文化视角寻求解决社区治理的问题的路径才是根本之策。消弭城乡文化鸿沟,增进多元文化沟通,促进多元文化融合创新,发挥社区文化的规范约束功能,成为城市社区治理现实路径选择。

Along with the deepening of reforming and opening-up, as well as the accelerating of the pace of urbanization, the ＂unit person＂, ＂the village person＂ becomes a member of a community. As a result, many social contradictions and problems appear in the urban communities, which brought about difficulties in urban community governance. The deep roots of contradictions lie in cultural conflict and disharmony between culture and environment. Culture is the product of human beings responding to environmental changes and social contradictions, and the product of human actions, also the decisive factors for further actions. Therefore, it is fundamental to seek for the solution to the problem of community governance from the perspective of culture, so as to achieve the governance of the urban communities by eliminating the urban-rural gap, promoting multicultural communication, enforcing multicultural innovation, playing the rote of community culture in regulation restraint.
