中美南太平洋地区的博弈态势、动因及手段

Situation,Motivation and Means of the Game between China and America in the South Pacific

随着中国在南太平洋地区不断扩大政策利益和战略力量,中国在该地区开始扮演积极的战略角色,引起了美国的担忧。中美目前在南太平洋地区处于一种"软平衡"的博弈态势。在很长一段时间内,中美在南太平洋地区的博弈态势将以"软平衡"为主。未来,中国在南太平洋地区应该以合作为主,不应直接挑战美国在该地区的主导地位;同时需维持目前的博弈态势,稳步推进我国的南太平洋地区战略。本文首次从"软平衡"的角度探究了中美在南太平洋地区的博弈态势、动因及双方所采取的战略手段,不仅将丰富学术界对"软平衡"概念的认知,而且有助于我国合理践行在南太平洋地区的战略。

As China enlarges policy interest and strategic power in the South Pacific, China is playing an active role in the area, which gives rise to America＇ s concern. China and America are in a gaming situation of soft balance, and such a trend of soft balance, for a long time, will play a dominant role in the further development. In the future, China should focus on cooperation, not directly challenge America＇s leading status and maintain the present gaming situation as well as promote regional strategy at a steady pace. This paper explores situation, motivation and strategic means of the game between China and America in the south pacific, which will not only enrich the perception about the definition of soft balance, but also con- tribute to China＇ s practice of strategy in the South Pacific region.
