A Study on the Cost-sharing Mechanism of Pre-school Education in Qingdao

"十二五"期间,青岛市加大财政投入,初步形成了以政府、家庭为主分担学前教育成本的模式,但也存在不足之处。必须坚持学前教育公益普惠的发展方向,深化学前教育财政投入体制、价格管理机制以及社会力量参与制度改革,加快构建政府、家庭、社会合理分担学前教育成本的机制,助推学前教育供给侧结构改革。

During the 12th Five-Year Plan period, Qingdao City increased financial investment, and initially formed a government and family based cost-sharing model for pre-school education. But there are also shortcomings. We must persevere in the direction of developing preschool education for public benefits, deepen the reform of pre-school education financial investment system, price management mechanism and social forces participation system, and accelerate the mechanism construction about cost sharing by government, family and society for pre-school education, then boost the supplyside structure reform.
