炼油行业碳配额分配方法研究

Study on Carbon Emission Allowance Allocation Method in Refining Industry

碳配额作为在碳市场机制下控排企业的碳排放许可权利,是碳市场交易的重要标的物,制订公平、科学的配额分配方法意义重大。文章分析了欧盟炼油行业的基准线分配方法(CWT法)和我国炼油行业配额分配的能量因数法。鉴于基准线法具有基于产出效率的特点,结合炼油行业配额分配方法的研究趋势,对完善基准线分配方法以及选择合适的配额分配方法提出相关建议。

As the carbon emission permit in the Emission Trading Scheme, the carbon emission allowance is an important subject matter in carbon market transaction. And it is of great significance to set up a fair and scientific allocation method. This paper analyzes the benchmark allocation method （CWT） in oil refining industry in the EU Emission Trading Scheme （ EU ETS ）, its applicability to China＇ s actual conditions, and the energy-related factor method in the China Emission Trading Scheme. Because the benchmark allocation method has the characteristics of output efficiency, this paper, according to the research trend of the allocation method in oil refining industry, also presents some suggestions to improve the benchmark allocation method and identify suitable allowance allocation method.
