房地产开发商雨水利用投资制约因素

Investment Restriction Factors of the Real Estate Developers in the Rain Water Utilization

我国水资源短缺、洪涝灾害频发、水环境恶化。因此,高效发展城市雨水利用已成为我国亟待解决之难题,而房地产开发雨水利用占据着重要地位。通过分析国内房地产开发商雨水利用投资现状可以发现,开发商由于受到各类因素影响,对雨水利用投资积极性并不高。通过文献研究和调研分析,识别雨水利用投资制约因素,并分成需求制约、制度制约、经济制约、技术制约这四类。采用DEMATEL法分析各制约因素对开发商投资影响程度及因素之间的作用关系。结果表明,制约房地产开发雨水利用的最关键影响因素为缺乏有效的激励和监督机制以及雨水利用外部性。

Water shortages, floods, deterioration of water environment are the serious problems in China. Therefore, the efficient development of urban rainwater utilization has become an urgent problem to be solved in our country, and the development of real estate plays an important role in rainwater utilization. This paper analyzes the rainwater utilization current situation of domestic real estate developers. Influenced by all kinds of factors, developers＇ investment enthusiasm for rainwater utilization is not high. Through literature research and research analysis, it identifies rainwater utilization investment constraints and divides them into four kinds： demand constraints, institutional constraints, economic constraints, technological constraints. This paper uses DEMATEL to analyze the constraints＇ influence degree to develops＇ investment and their interactions. The results showed that the most critical factors to affect the real estate development rainwater utilization are the lack of effective oversight mechanisms as well as incentives and rainwater utilization externalities.
