高校智库参与地方政府决策的路径研究——基于知识管理的视角

On the Path of University Thank Tanks' Participation in Local Government's Decision-making Based on Knowledge Management

[目的/意义]高校智库参与地方政府决策的路径研究在于推动高校智库建设的实用性、可行性,对推进高校智库积极参与地方政府决策有着一定的理论价值和现实意义。[方法/过程]对高校智库、地方政府决策与知识管理进行综述分析并提出问题,指出高校智库参与地方政府决策过程时面临着知识存储短缺、知识流通封闭、知识生产模式传统、知识创新质量不高、知识市场不成熟等困境;指出知识管理是高校智库参与地方政府决策的必要条件并构建模型。[结果/结论]通过建设知识库与知识共享平台,转变知识生产模式,建立知识评价标准与知识市场等路径,使高校智库积极参与到地方政府治理的办法、规划、文件等决策形成过程中,更好地为地方政府决策服务。

[ Purpose/Significance ] This research of the path for university think tanks to participate in local government decision-making aims to promote the practicality and feasibility of the construction of university think tanks, and the research has certain theoretical value and practical significance in promoting the active participation of university thinking tanks in local government decision-making activities. [ Method/Process ] After a comprehensive analysis of university thinking tanks, local government decisions and knowledge management, the research summarizes the problems and difficulties in the process for university think tanks to participate in local government＇s decision -making, such as knowledge storage shortage, closed knowledge circulation, traditional knowledge production mode, inferior knowledge innovation quality, and immature knowledge market. The research points out that knowledge management is a necessity for university think tanks to participate in local government＇s decision-making, and constructs the model. [ Result/Conclusion] Through the paths of construc- ting knowledge base and knowledge sharing platform, transforming knowledge production mode, introducing new knowledge evaluation crite- ria, and developing knowledge market, university think tanks can participate in local government＇s decision-making activities more actively and effectively, and we can expect improved government governance with better ideas and planning.
