环境规制、民间投资与我国绿色技术创新

Environmental Regulation, Private Investment and Green Technology Innovation in China

通过选取2006—2015年中国30个省、自治区、直辖市(不包括西藏和港澳台地区)的面板数据作为研究样本,对民间投资、环境规制与绿色技术创新之间的关系进行分析。研究发现:从全国范围看,民间投资显著地促进了我国的绿色技术创新,而环境规制对绿色技术创新的影响为负。分地区来看,民间投资和环境规制对我国绿色技术创新的影响具有区域差异性,东部和西部地区的民间投资显著地促进了绿色技术创新,中部地区的影响不显著;中西部地区的环境规制对绿色技术创新的影响显著,而东部地区的结果不显著。除此之外,研发投入、外商直接投资、产业结构等因素均对我国的绿色技术创新产生了积极影响。但是,我国的人力资本优势不明显,没有能够对我国的绿色技术创新产生积极影响。

This paper uses panel data of 30 provinces and autonomous regions （ excluding Tibet, Hong Kong, Macao and Taiwan ） in China from 2006 to 2015 to carry out an empirical analysis on the influence of environmental regulation and private investment to green technology innovation. The results show that private investment has significantly promoted China＇s green technology innovation from the national point of view. The impact of environmental regulation on green technology innovation is negative. Regionally, the influence of private investment and environmental regulation on China＇s green technology innovation has regional differences： the eastern and western regions of the private investment significantly promotes the green technology innovation of our country, and the impact of the central region is not significant; the impact of environmental regulation in the central and western regions of the green technology innovation is significant, but not significant in the east the result of. In addition, R＆D investment, foreign direct investment, industrial structure and other factors have a positive impact on China＇s green technology innovation. However, China＇s human capital advantage is not obvious and can＇ t have a positive impact on China＇s green technology innovation.
