Research on Grassroots Governance in Henan Province and Its Promotion

基层政府是面向人民大众的服务终端,提升基层政府执行力也是各项政策得以落实的重要条件。文章在论述基层政府执行力概念基础上,深入一线调查河南基层政府执行力现状,探究原因并提出切合实际的应对策略:提高政府决策质量,完善绩效评估和监督问责制度,加强上下级政府之间的沟通并及时回应民众诉求。

Grassroots governments are the service terminals in our society, catering to the needs of the mass popula-tion. Therefore, enhancing the governance of grassroots governments is a requisite for the effective implementation and execution of relevant government policies. Based on an investigation into the present situation of grassroots gov-ernance ,this paper aims to examine the problems that hinder the promotion of grassroots governance and their cau-ses ,in the hope of coming up with effective countermeasures. Practical strategies are then put forward, which in-clude improving the quality of government decision-making, perfecting the system of performance evaluation and su-pervision and setting up accountability systems, strengthening the communication between upper and lower govern-ments ,and responding to the demands of the people in a timely manner.
