开放发展是新形势下民办高校特色基层党务发展的新维度,该视阈下富有特色的基层党务推进民办高校依法治校、党务创新驱动、办学特色探索、教育供给侧改革的协同效应发挥。通过在思维模式、人员准式、工作法式、经费形式、监督方式上实现"五个转变",逐一解决目前民办高校基层党务特色发展的阻力、主力、动力、财力及效力问题,进而推动民办高校特色基层党务发展新高度。

The open development is a new dimension for the development of the grassroots party work with characteristics in the civilian-run colleges and universities under the new situation, the grassroots party work with characteristics in the visual threshold promotes to give full play to coordinated effect of four aspects-advancing the law-based governance of university, party work innovation-driven development strategy, exploring the characteristics of running a university and education supply-side structural reform. To promote the new height of the development for the grassroots party work with characteristics in the civilian-run colleges and universities, the author tries to solve the problems of resistance ,main force, power,finance and effectiveness on the development of grassroots party work by implementing ＂Five Changes＂-thinking modes, personnel regulations, working rules ,funds forms and supervision ways.
