政治文化建设:时代诉求、价值目标及优化路径

The Construction of Political Culture:Demands of the Times,Value Goal and the Path of Optimization

政治文化影响人们的政治心理和政治行为。在一个国家的政治发展中,政治文化是政治稳定的基础,彰显政治制度的精神,为政治发展提供引导。因此,任何一个成熟型的执政党对政治文化建设都会保持足够的警醒。但是,作为一个具有与时俱进品格的执政党,中国共产党推动政治文化建设并不仅仅源于此。当前情势下,重视政治文化建设包含着中国共产党对新的时代诉求作出的回应。新的时代诉求和执政使命从深层次上预设了政治文化建设要回答其价值取向和基本规范问题。对此,需要从价值底色、价值引领和基本遵循等三个层面进行建构。价值底色关注的是宏观层面的理想信仰,价值引领关注的是中观层面的政治生态,基本遵循关注的是微观层面的党内法规。价值取向和基本规范表明的是政治文化建设的方向和遵循,实施机制则是告诉人们通过什么样的路径来实现这些目标。基于此,需要构建制度文化、生态文化、行为文化三者合力互动的联动机制。

Political culture influences people＇s political psychology and political behavior. In the political development of a country, political culture is the foundation of political stability. It shows the spirit of political system and provides guidance for political development. Therefore, any mature ruling party will remain vigilant to the construction of political culture. However, as a party with the character of advancing with the times, the Communist Party of China ＇ s promotion of the construction of political culture is not only derived from this. Under the current situation, attaching importance to the construction of political culture is also the response of the Communist Party of China to the demands of the new era. The new era demands and the ruling mission have set up from the deep level that the political culture construction should answer its value orientation and the basic standard question. In this regard, we need to carry out the political culture construction from the following three aspects： value background, value guidance and basic compliance. The value background is concerned about the macro level ideals and beliefs. The value guiding concern is the meso- level of political ecology. The basic compliance concern is to follow the micro level party disciplines. The value orientation and the basic norms show the direction which the political culture construction should follow. The implementation mechanism is to tell people what path to use to achieve these goals. Based on this, it is necessary to construct the linkage mechanism between the three forces of institutional culture, ecological culture and behavioral culture.
