理性分析当前干群矛盾具有重要的现实意义,厘清其类型、特征等基本问题有助于干群关系的和谐构建。干群矛盾主要有政策导因型、资源短缺型、公权腐化型、官僚作风型以及非法诉求型五类,呈现出群体间身份冲突、汇聚性、后果严重性、"易燃性"、城乡差异性和网络放大效应等基本特征,在发展趋势上则表现为干群矛盾总体上已经达到顶峰并开始出现拐点、不同类型干群矛盾的化解呈现出不均衡态势、干群矛盾的属性将从现实利益矛盾转向非现实利益矛盾。干群矛盾的化解需要针对性,不同类型的干群矛盾需要不同的方法予以解决。

Rational analysis of the current cadres--masses contradiction has important practical significance, and clarification of some basic problems such as types, characteristics will help build harmonious relationship between the cadres and the masses. There are five major types of cadres-masses contradiction respectively caused by policy imperfection, resource shortage, public power corruption, bureaucratic style and illegal demand. It presents some basic features such as group identity conflict, convergence of conflicts, serious consequences, prone to be irritated, diversity between urban and rural areas, and amplified effect in the network society. In terms of the developing trend, the contradiction between cadres and the masses on the whole have reached a peak and turning point, the situation of resolving different types of contradictions is not balanced, and the nature of contradiction will turn from immediate interests to non- practical interests. The resolution of different types of cadres-masses contradictions requires for different measures.
