征地拆迁中矛盾化解的社会认同机制建构——一个“共议式”拆迁案例引发的思考

在错综复杂的征地拆迁事件中,揭示各方的价值分歧和认同共识,促使社会认同的形成,是化解征地拆迁矛盾的关键。"共议式"拆迁是一种"自下而上"的推进过程,参与主体多元,事前事后都经过讨论商议,矛盾和分歧在讨论中达成妥协,最终形成社会认同。这启示我们,化解征地拆迁社会矛盾的根本在于构建一种"多元参与"的社会认同机制。为此,应积极构建平等的协商对话机制、科学的价格评估机制、畅通的利益诉求机制、公正的利益协调机制和透明的社会监督机制。

In the complicated land acquisition and demolition events, revealing the value differences and consensus of all parties to promote the formation of social identity, is the key to resolve the contradiction in land acquisition demolition. Joint Discuss relocation is a ＂bottom-up＂ process, with multi subjects participation, pre and after discussion, the contradictions and differences run into compromise through discussion, and ultimately establishing social identity. This enlightens us that the key to resolve social contradictions in land expropriation is to build a ＂multi participation＂ social identity mechanism. Therefore, we should actively establish mechanisms such as equal consultation and dialogue mechanism, scientific assessment of the price mechanism, smooth the interest demand mechanism and fair interest coordination mechanism.
