摘要
抚顺红透山矿业公司生产实践中各工艺过程产尘、排尘与柴油铲运机尾气污染净化问题多、解决难度大。随着生产作业面的延深,矿山与科研单位联手,通过对主溜井产尘采用"上抽下堵","平行粉尘井泄压","纤维栅湿式净化"和改善通风系统等前沿科技进步手段较好地解决了深井开采粉尘和尾气污染难题,讨论了环保问题立法和监管体制存在的短板,提出以立法和体制改革以及经济和法律手段治理环保短板的看法与解决途径。
It is difficult to solve the pollution purification problem of the diesel scraper exhaust gas and dust pollution in the production practice of Fushun Hongtoushan mining company. As the exploitation level ex- tends down, the Mine join hands together with scientific research units to solve the dust and diesel scraper exhaust gas pollution problems by using the " withdrawal above and block below ", " parallel release pres- sure ", " fiber grid wet purification ", improved ventilation system and some other advanced scientific and technological methods in the main shaft . The environmental problems existing in the legislative and regu- latory mechanism were thought about to control the environmental problems by legislation and system re- form and economic and legal means.
