The Construction of Humanity Communication Base throughout the One-Belt-and-One-Road Implementation

"一带一路"人文交流基地建设是促进"民心相通",进而保证其它"四通"的重要举措。古丝绸之路的历史合作与交流、地缘优势和国家的大力支持是现在建设人文交流基地的有利条件,但进行广泛人文交流与合作的经验积累严重不足、不同主体的利益诉求博弈激烈是制约基地建设的不利因素。针对现在基地建设现状中存在的问题,如:力量较为分散,无统一平台;人文交流项目有待细化和丰富;人文交流的组织方式较为滞后等,未来的人文交流基地建设应注重从以下几个方向发力:整合各种资源、建设主题鲜明的实体人文交流基地平台;针对实际需求,细化人文交流内容;丰富人文交流组织方式;确定求同存异的人文交流原则、渗透协同发展理念。

The ＂Belt and Road Initiative＂ oriented humanity communication base construction is key to promote people -to - people bond, among other four communication aspects. Favorable construction conditions include historical communication and cooperation along the ancient ＂Silk Road＂, geographical advantages and strong national support. On the other hand, there are al- so unfavorable factors, such as the serious lack of experience in terms of extensive humanity communication and cooperation, to- gether with fierce interest competition among different subjects. Current problems in the base construction display themselves in various forms, such as loose force distribution and lack of unified platforms, communication projects yet to be further refined and enriched, and backward organization procedures in humanity communications. Future humanity communication base construction should integrate various resources. Distinct theme platforms are to be constructed through resource integration. Communication contents are further refined and communication procedures enriched on the basis of practical needs. The guiding principle of collaborative development needs to be set up through seeking common grounds while putting aside differences.
