河北省“外专百人计划”政策分析

摘要 河北省为引进更多非华裔高层次外国专家服务社会经济的发展,计划组织实施"外专百人计划"。该项政策的制定立足于本省的创新驱动发展战略,坚持以需求为导向,选择性地引进关键领域的急需人才,兼顾经济收益和社会效益。在"外专百人计划"执行的准备阶段,应以外省实践经验为基础,结合本省的实施环境,分析执行的实施阶段可能出现的偏差,便于及时警惕。政策执行过程中出现潜在偏差的主要原因是执行要素关系协调性差、执行系统环境竞争力不足、执行主体能力有限,并建议在执行实施阶段健全评估监控机制、完善执行要素关系、优化人才引进环境,以更好地达到引进优质人才参与本省现代化建设的政策目标。 Hebei province plans to implement the "Hundred-Talent Program for Foreign Experts" aims to recruit more non-chinese high-level foreign experts to serve the social and economic development. The formulation of the policy is based on the provincial innovation driven development strategy, adheres to demand orientation, selectively recruits the urgent needed talents for the key areas, and gives attention to both economic and social benefits. In the preparation stage of "Hundred-Talent Program", Hebei province should combine the practical experiences of other provinces with Hebei's environment to analyze the the possible deviations in the implementation stage for timely vigilance.This paper analyses the significance of the policy making and the potential deviations in the process of policy implementation, and points out that the main reason is the poor coordination of the executive element relationship, the weak competitiveness of the execution system environment and limited ability of executive body, and suggests to perfect the evaluation and supervision mechanism, improve the relationship among the executive factors, and optimize the recruiting environment to better realize the policy goals of recruiting high-quality talents for the modernization construction of Hebei province.
