Research on Individual Privacy Protection under Open Government Data in the U.S

文章从美国开放政府数据中个人隐私保护的法律法规、政策和组织机构设置3个方面对美国个人隐私保护实践进行了调研与分析,总结了美国开放政府数据中个人隐私保护的特点,提出我国应该制定个人隐私保护法律法规、建立整个数据生命周期的隐私分析和审查机制、开展政府数据开放的隐私影响评估的建议。

This paper studies and analyzes the individual privacy protection practices under open government data in the United States from three aspects： the legislation, policies and organizations of individual privacy protection, summarizes the characteristics of individual privacy protection in open government data, and proposes that China should publish privacy laws and regulations, establish the entire data lifecycle of the privacy analysis and examine mechanisms and carry out privacy impact assessment of open government data.
