中国--东盟安全合作研究：现状、问题与未来

The Study on Security Cooperation between China and ASEAN:Current Situation,Issues and Future

中国与东盟之间开展的安全合作在20世纪90年代就已经起步,目前已经形成多层级的安全合作机制,安全合作涵盖多个领域,但这并不表明中国与东盟的安全合作已经臻于完善。实际上,中国与东盟的安全合作存在着安全合作实践性欠缺、双方安全合作预防能力不足、当前安全合作缺乏核心机制、双方的互信也有待加强等问题。中国与东盟之间开展的安全合作在未来可以从以下4个方面加强:中国与东盟要重点加强互信建设;建立中国与东盟安全合作的核心机制;促进中国与东盟携手维护南海安全;促进中国与东盟共同维护海上通道安全。

The security cooperation between China and ASEAN has started in the 1990s. Currently, China has developed multi-level security cooperation mechanisms with ASEAN, and the security cooperation covers several areas. However, all these achievements do not mean that the security cooperation between China and ASEAN is perfect. In fact, the security cooperation between China and ASEAN has following issues： the security cooperation between China and ASEAN has the lack of security cooperation practices, preventive capabilities, and the core mechanism in the current cooperation situation, moreover, the mutual trust between China and ASEAN also need to be enhanced. In the future, the security cooperation between China and ASEAN can be enhanced in four areas： firstly, China and ASEAN need to focus on building mutual trust; secondly, they should build a core mechanism to lead the security cooperation; thirdly, China and ASEAN should secure the safety of the South China Sea together ; fourthly, China and ASEAN ought to secure the safety of sea channels together.
