摘要
随着经济结构性矛盾的日益加剧,化解产能过剩成为供给侧改革的重要政策手段。产能缩减进程中,受影响职工的安置问题引起广泛关注,本文首先利用就业弹性估计了受影响职工的总体规模,接下来结合调研数据分析了这一群体的特征与现状。在此基础上,提出了化解产能过剩中受影响职工安置的问题和难点以及对策与建议,以期为后续职工帮扶和安置政策的实施提供参考。
With the increasing econondc structural contradictions, to resolve the excess capacity in specified industry became an important policy for promoting supply-side reform. In the process of resolving overcapacity, the scale of affected workers is widely concerned. This paper firstly measured and calculated the number of affected workers, then analyzed their characteristics and current status on basis of survey data. Finally, this paper proposed some countermeasures and suggestions for the resettlement of the affected workers in order to promote staffing and policy implementation.
