基层公安机关执法难:现象、原因与对策分析

Reasons and Countermeasures for the Phenomenon of Diffucuilties in Law Enforcement of Basic-Level Public Security Agencies

基层公安机关执法难,是指基层公安机关和人民警察在公安执法的过程中遇到的阻力和困难,增加了公安执法摩擦力和公安执法成本,其本质是降低公安执法权力有效性、耗蚀公安执法权力权威性,具体表现为暴力袭警现象持续增加、言语辱警现象层出不穷、恶意投诉现象接踵而至,给公安执法工作带来严重的负面影响,导致公安机关的执法权威和执法公信力下降,影响基层民警执法积极性,弱化公安执法权力的公正性和有效性,分析基层公安机关执法难的表现、原因并采取针对性较强的措施是迫在眉睫的任务。

Difficulties in basic-level public security agency law enforcemnt refer to the hindrance and difficulties confronted by these agencies and the police officers affiliated to them. Adding to the friction and cost of law enforcement, its nature is presented as weakening the effectiveness and authority of law enforcement. Some concrete demonstrations of this include increasing phenomena of attacking police officers, humilitating officers with words and vicious complaints, bringing serious negative influences to the law enforcement work of public security agencies and undermining the authority and credibility of police＇s law enforcement. And thus the enthusiasm of police officers decline, and justice and effectiveness of law enforcement power are weakened. In this thesis, the demonstrations of diffucuhies in police＇s law enforcement and their causes are analyzed. It is imperative for public security agencies to take oriented countermeasures.
