焦作市实施医疗保险市级统筹以来,医保工作初步形成均衡协调发展局面,扩面征缴进展平稳,制度的公平可持续性逐步增强。但也存在着县级积极性和责任意识有所减弱、持续扩面征缴实现应保尽保、应征尽征动力不足的问题,亟待从市级统筹的目标出发,明确并加强政府责任,市级政府应加强对县级政府履行社会保险权责的监督检查。

Since the implementation of medical insurance municipal planning, health insurance work initially formed a balanced and coordinated development of the situation, the expansion steady progress, the system of fairness and sustainability gradually increased. But there still have some problems. We urgently need to make clear and strengthen the government responsibility from the goal of municipal planning, and the municipal government should strengthen the supervision and inspection of the county government＇s performance of social insurance rights and responsibilities.
