在农村人口结构和产业结构急剧变化的情况下,农村土地资源供求矛盾不断加剧,构建宅基地自愿有偿退出机制,进而盘活农村数量庞大的宅基地资源不仅十分必要而且也具有现实可行性。虽然农村宅基地自愿有偿退出机制是一项可以实现多方共赢的制度设计,但必须在已有探索试点经验的基础上优化推进思路和政策制度,而且高度重视其潜在风险,并采取相应措施趋利避害。

With the rapid changes of rural population and industrial structure, the contradiction between supply and demand of rural land resources is increasingly sharp. And the total amount of rural residential land resources is large but the utilization rate is low,so it is necessary and feasible to construct voluntary paid exit mechanism. Although the voluntary withdrawal of rural homestead is a system that can achieve win-win, the thinking and policy system must be optimized on the basis of the experience of exploration pilot, the great importance should be attached to its potential risk and the corresponding measures should be taken.
