云南省珠江流域防护林体系工程建设成效评价

Evaluation on the Effectiveness of the Protection Forest System in the Pearl River Basin of Yunnan Province

采用《珠江流域防护林体系工程建设(1993-2012)评估技术方案》技术标准和计算方法,对云南省珠江流域防护林体系工程建设成效进行了综合评价,结果为,到2012年,云南珠防林工程共完成营造林259 813.42hm^2,完成率100%,工程建设评分值为96.9分;防护林减灾增产、涵养水源、保土保肥、固碳释氧等生态效益价值为931 357.7万元·a^(-1);木材生产与储备、非木质林产品生产、森林旅游等经济效益价值为956 198.38万元·a^(-1);年增加就业机会价值为480.25万元,林业产值占农业总产值的比例由1996年的3.6%提高到2012年的7.6%,有效促进了当地林业产业发展和产业结构调整以及珠江流域的生态环境改善。

Based on the technology standards, calculation method of the assessment technical scheme for construction of forest system in the Pearl River Basin （1993--2012）, the engineering construction and comprehensive benefits of the protection forest system in the Pearl River Valley of Yunnan Prov- ince were evaluated. The result showed that the afforestation completed by 2012 reached 259 813.42 hm2, 100% accomplished, with the score 96.9; ecological benefit brought by the forest in disaster re- duction, water conservation, soil and fertility protection, carbon sequestration and Oz emission reached RMB 931 357.7（X 10000） · a^-1; economic benefit in terms of wood production and reserve, non--wood forest products and forest tourism brought by the forest reached 956 198.38（ X 10000） · a^-1. Social value brought by job opportunities increased by RMB 4 802 500 and the proportion of for- est output value to agricultural output value increased from 3.6% in 1996 to 7.6% in 2012. The pro- ject improved forest development, industrial restructuring and ecological environment.
