随着经济的发展,水电企业所承担的责任和压力逐步增加。一方面,电力行业是国家重要的能源基础产业,其安全生产工作不仅涉及电力企业广大职工的安全健康,更关系到国家社会生产和人民生活的可靠保障,国务院要求各地深入开展企业安全生产标准化建设,促进电力安全生产持续稳定;另一方面,水电企业要克服自身存在的困难与束缚,适应市场变化,不断提高市场竟争力,降低成本,提高效益。客观形势要求水电企业需要先进的管理思想、科学的管理方法、现代化的管理手段,促进水电企业的安全生产管理提升,保障电厂安全、稳定、优质、经济运行。

With the development of economy, the responsibility and pressure that the hydropower enterprises undertook is increasingly increasing.On one hand, the electric power industry is China＇s important basic energy industry and its safe production work not only involves the safety and health of wide staff and workers in electric power enterprises, but also involves the reliable guarantee of China＇s social production and people＇s life, therefore, the State Council has required various regions developing the standard construction of enterprises＇safety production and promoting the continuous stabilization of electric power safety production. On the other hand, the hydropower enterprises need to overcome the difficulties and constraint in themselves to adapt to the market changes, besides, improve constantly the market competition, reduce cost and improve benefit. The objective situation requires that the hydropower enterprises using advanced management thought, scientific management method and modern management method to promote the safety production and management of hydropower enterprises and guarantee the safe, stable, superior and economic operation of electric power plant.
