摘要
面对处于中高端市场的南美工程服务市场,要成功运作EPC项目,需要在思想观念、管理体制、人才队伍等方面进行深入研究、调整和适应。结合南美某国天然气管道项目的操作实践,简要介绍了工程项目的背景,较为详细地论述了打造国际化团队,调整和优化税务结构,强化合同学习、培训和法律支持,抓进度、质量和HSE工作等的项目管理经验启示;通过反思阐述了要更加重视合同文本的完善、进一步加强信息沟通、加强现场质量管理能力、加强变更索赔资料的收集和整理等工作;最后针对上述问题,给出强化团队能力建设、高度重视国别研究、加强合同管理、建立完善管理体制和激励机制等一些对策。
Facing South American middle-high scale engineering service markets, it is necessary to do deep research, adjustment and adaptability in ideal, management system and talent team. This paper introduces the operation practice of the natural gas EPC project in a South American country, layouts the project background, discusses the project management experience and enlightenment in building international team, adjusting and optimizing tax structure, enhancing study, training and legal support of the contract, grasping schedule, quality and HSE work. It expounds the lesson and reflection on consummating contract text, strengthening information communication, field quality management ability, collection and sort of change claim information, and gives countermeasures.
