保障性住房政策执行中的中央政府与地方政府关系研究

Research on the Relationship between the Central Government and Local Government in the Implementation of Ensuring House Policy

保障性住房政策的有效执行是实现保障性住房政策目标、解决中低收入群体住房问题的重要措施。在保障性住房政策执行中,中央政府与地方政府存在着层级关系、合作关系和博弈关系。同时又存在中央政府与地方政府的利益诉求不一致、监管不到位或地方政府偏离中央政府的政策目标等问题。应该科学划分中央政府与地方政府的职权,合理分配中央政府与地方政府的财权,努力健全中央政府对地方政府的考核,切实加强中央政府对地方政府的监督。

Implementing the ensuring house policy is the very important aspect to achieve the policy objective and solve the housing issues of low-income people. Whether it can be effectively implemented is affected by the relationship between the central government and local governments. These relationships in the ensuring house policy implementation include hierarchical relationship, cooperative relationship and game relationship. There are various problems in this relationship, such as interest inconsistency of the central government and local governments, the supervision of central government is insufficient to local governments, local governments often deviate from policy objectives of the central government. To optimize the relationship between the central government and local governments, we should improve and standardize the laws and regulations of central- local governments relationship as soon as possible, conduct scientific dividing authority of the central government and local governments, allocate financial power properly in the central government and local governments, perfect the assessment of central government to local government, and strengthen the supervision of the central government to local governments.
