摘要
土地出让的高热度信号传递到房地产市场,对周边住房价格具有拉高效应。抑制"三高"地块、降低土地出让热度,短期内可从优化土地交易方式、合理配置土地供给量、提高土地竞拍门槛等方式着手;长期看要稳定房地产市场、化解风险积聚,提高工业土地的使用效率,实行用地指标的人地挂钩,推行跨区域的土地占补平衡或适度弱化上海农地占用的刚性约束。
The high heat signal of land transfer is transferred to the real estate market,and has highpull effect on the surrounding housing price. To suppress the "threehighs" plot and reduce the heat ofland transfer, in the short term,we can optimize th ew ay of land transaction,rationally allocate the land supply, raise the land auction; it is necessary to stabilize the real estate market, resolve the accumulation of risks and raise the using efficiency of industrial land in the long term. We should implement the land use index,promote the cross -regional land requisition compensation bmoderately weaken the rigid restraint of Shanghai agricultural land occupation.
