Positioning and Options of China Customs in the Supply-Side Structural Reform

在经济进入新常态的条件下,我国大力开展供给侧结构性改革。海关在供需结构关系方面有着重要定位和作用,应当作出对接改革的积极选择,推行集成各项业务改革、推进海关治理体系建设、转变企业管理方式、重构通关制度、落实减税政策等重点措施。

As the economy enters into the new normal, China vigorously carries out the structural reform of the supply side. With its important position and role in the structural relationship between sup-ply and demand, customs should proactively be involved in the reform. The package of essential meas-ures may include integrating different operational reforms, promoting the development of the customs governance system, transforming the mode of client management, reconstructing the customs procedure of clearance, implementing the policy of tax reduction, etc.
