21世纪中国的发展急需政策创新 ,政策创新需要政策伦理的指导和规范。政策伦理包括政策伦理的基本范畴、基本系统、基本功能等问题。
The development of china is in need of policy innovation in the 21st century,while policy innovation depends on instruction and standard of policy ethics. Rudimentary topics of policy ethics include policy ethics elementary meaning,main range, fundamental function and the policy innovations ethics frɑme,etc.
