新时期粤港政府合作的理论思考——从博弈论的角度分析

A Study on the Governmental Co-operation BetweenGuangdong Province and Hongkong SAR--form Game Theory

一国两制”的制度环境下 ,广东与香港的应然关系是一种合作性竞争关系 ,而这种合作关系又是以粤港双方的政府合作这一制度平台为根基的。粤港双方的政府合作 ,从根本上看是双方政府公共决策行为的合作博弈过程。这种公共决策的合作博弈现象 ,有其生成的逻辑必然性和存续的现实可能性。

It is such a relationship as cooperative competition between Guangdong province and Hongkong SAR, under the policy of 'one country, two systems'. And the groundwork among all kinds of cooperative relationship is the governmental co-operation from both sides. With the general idea of 'Game Theory', profoundly this paper discusses the issue about governmental co-operation between Guangdong province and Hongkong SAR. The core point of it is that we should regard the governmental co-operation as a process of cooperative game lying in interactive policy making of both sides. The paper focuses on analyzing why the cooperative game should come into being in this region, and the practical possibility that it live on in the future.
