改革开放后,城市一直处于持续地扩张之中,城市的自然元素也随之愈来愈少,市民的生活环境被一个又一个的混凝土世界所包围。滨河区成为城市之中屈指可数的充满自然生机的区域之一,但由于工业持续发展的影响以及市民对环境保护的意识不足,滨河区生态环境曾一度遭到严重的破坏,最后人们逐渐地远离了滨河。河流对城市产生的经济效益、文化效益及生态效益不断减少,最终反而严重影响了城市的整体发展。蒸水河作为衡阳的母亲河,从南向北贯穿了整个衡阳市,对衡阳的城市发展及人居环境建设发挥了举足轻重的作用,是衡阳市城市形象展示的一个重要平台。

But due to the influence of industrial sustainable development and public awareness of environmental protection is insufficient, riverside area serious destruction of ecological environment once, people gradually away from the riverside in the end. Rivers on the city＇s economic, cultural and ecological benefit declining, eventually it seriously affected the overall development of the city. Steamed as hengyang＇s mother river, river water from south to north, runs through the whole of the hengyang city, development of hengyang city and residential environment construction has played a decisive role, is the hengyang city image shows an important platform.
