阐明杭州实施轨道交通沿线土地综合利用的重要意义,针对杭州轨道交通沿线土地利用现状与存在的问题,结合其他城市的主要做法,提出杭州城市轨道交通沿线土地综合利用的思考与建议,包括加强沿线土地综合开发的规划研究,明确土地开发范围,明确地铁集团为轨道交通沿线土地做地主体,明确专用筹资地块保障地铁建设,明确地铁上盖物业开发的取得方式,出台轨道交通沿线土地开发利用政策,进一步加强领导、强化监督等方面,以确保杭州轨道交通的可持续发展。

Problems facing Hangzhou are identified in its comprehensive utilization of land along its urban rail transit lines and suggestions are made to improve the land use in the city by learning from other similar cities. For the sake of sustainable devel- opment of urban rail transit in Hangzhou, the development scope of the land should be clarified; the metro group should be de- fined as the main body of the land users along the lines ; specially - financed land should be earmarked for the construction of metro ; the way to obtain the development right of properties above metro should be specified; policies on land use and develop- ment should be made; and leadership and supervision should be strengthened.
