日本轨道交通在世界处于领先地位,其市郊铁路在城市轨道交通中更是占据重要比例。分析日本的市郊铁路建设与经营模式,将其取得成功的原因归纳为3个方面:1)经营主体多元化;2)主动创造交通需求;3)土地综合开发与主兼业经营策略。通过对日本的分析,希望可以为我国市郊铁路的建设发展提供借鉴,同时引发对如何利用民间资本参与基础设施建设、运营的思考。

Japan has maintained a leading position in the development of urban rail transit in the world, and its suburban rail- ways account for an important proportion in its urban rail transit. An analysis of its developing and operating modes indicates that the country attributes its success in suburban railway development to the tollowings factors： diversified business operations. creating of traffic demand on its own, comprehensive development as well as the business strategy incorporating both main busi- ness and side businesses. It is hoped that the analysis of Japan can provide references lbr the development of suburban railway construction in China and help to ponder on how to utilize the private capital in the construdion and operation of infiasfructure.
