进入大数据时代,快速发展的信息技术成为高效和科学的战略资源,并被广泛应用于社会管理和政府管理领域。"金盾工程"的实施标志着我国公安工作信息化建设的开端,从此广大基层公安机关信息化建设加快,应用水平飞速提升。但面临着来自顶层设计、信息质量、应用技能及制度保障等各方面的发展瓶颈,基层公安工作信息化建设的必须不断探索,从基础框架的设计、信息质量的提高、应用效果的提升及保障机制的完善等角度寻找新的突破。

In the Era of Big Data,the ever- changing information technology becomes an efficient and scientific strategic resource and is widely used in the field of social management and government management. The implementation of the Golden Shield Project marks the beginning of the public security information construction in China. From then on,the speed and the application level of the informatization construction rise rapidly in the grass- roots public security organs. However,facing the development bottleneck from all sides,such as the top design,the information quality,application skills and institutional guarantee,the grass- roots public security organs must explore constantly when they promote the information construction. They can try to find a new breakthrough from the angel of the design of the basic framework,the improvement of information quality and application effect of promotion and the improvement of the guarantee mechanism.
