食品安全监管中政府注意力配置研究

A Study of the Allocation of Government's Attention in Supervising Food Safety

食品安全关系到社会公众的切身利益,甚至影响一个国家的社会秩序。从民生保障的角度来看,这是不可忽视的领域。然而,在食品安全监管过程中,政府在主体、手段、程序、效果等方面的注意力配置存在失衡的问题,导致注意力这种有限的稀缺资源在分配上产生了不合理现象,从而削弱了政府监管的效果。政府在食品安全监管中的注意力配置失当,必然会对政府职能转变、食品安全治理体系构建及政府公信力塑造造成不利影响。解决食品安全监管中政府注意力配置所存在的问题,其优化策略在于促进政府在食品安全监管的注意力向多元治理、公共服务、程序透明、可持续效应方面的转移。

Food safety is related to the vital interests of the public, and even affects a country＇s social order. From the perspective of people＇s livelihood, food safety cannot be ignored. However, in the process of supervising food safety, there are some problems of imbalance in the allocation of government＇s attention on subject, method, procedures, and effects, which leads to unreasonable allocation about government＇s attention and weakens the effect of government＇s regulation. The unreasonable allo- cation about government＇s attention in supervising food safety will have bad effects on the transformation of government functions, the construction of system of food safety governance and the credibility of the government. Through the analysis of the problems and effects of the allocation of government＇s attention in supervising food safety, we found that the optimal strategy is to promote the government＇s attention transforming to nmhiple governance, public services, transparent procedures and sustainable eftects.
