摘要
本文立足当前"智库热"的现实,根据科斯对思想市场理论的发展,科学界定了公共政策思想市场概念,总结了政策思想市场构成要素及显著特点。并以此为基础,从需求者(政府)、供给者(智库)及公共政策思想产品三个层面剖析了公共政策思想市场培育与发展面临的现实困境,提出公共政策思想市场培育和发展的最优路径。
This paper firstly defined a conception of the market for public policy ideas scenically and summarized the make--up components and outstanding features based on the reality of think tanks fever and the theory of the market for public policy ideas researched and developed by Ronald H ~ Coase who got the Nobel economic prize. Then, it analysized the realistic plight confronted by the market for public poli- cy ideas when it being cultivated and developed on the three aspects of demanders(government),suppliers (think thanks) and the ideas products for public policy. Finally, this paper seeks to be on target to search- ing the optimal paths to cultivating and developing the market for public policy ideas.
