长江中游城市群一体化演进格局及其竞争份额潜力研究

本文从市场一体化、产业分工、城乡统筹、基础设施、生态环境、社会发展与保障六方面构建了城市群一体化评价指标体系,并对长江中游城市群一体化演进格局进行了测度,运用动态偏离-份额方法进一步对各城市群产业融入份额及潜力进行了分析。研究表明:长江中游城市群一体化程度总体上还处于初中级发展阶段;长江中游城市群一体化程度的分维度过程不仅体现在整个城市群发展的水平上,而且体现在各个子城市群的空间分异上;长江中游城市群内部各城市群经济总量差距呈现出扩大趋势;长江中游城市群三次产业内部竞争不仅体现在竞争份额不同上,而且体现在发展潜力上也存在较大差距上。基于此,本文提出了成立跨区域协调管理机构、建立跨区域合作共享机制、拓展城市群产业链融通机制、推进产业一体化行动计划等政策措施。

The article establishes the evaluation index system of urban agglomeration integration from the six aspects of market integration, industrial division, urban and rural overall development, infrastructure, ecological environment, and social development and the protection, measures the pattern and process of the integration of urban agglomeration in the Yangtze River Middle zone, and by using dynamic shift-share method, analyzes the share and potential of the industry of the urban agglomeration. The research shows that, the urban agglomeration in the Yangtze River Middle zone is still in the junior and intermediate stages of urban agglomeration integration in general; the progress of various dimensions of the integration of urban agglomeration does not only represent the level of development, but also the spatial differentiation; the gap of eco- nomic aggregate of urban agglomerations in the zone continues to expand; the internal competition of the tertiary industrial does not only represent different competitive components, but also the gap of potentials. Based on the results, the following policy measures can be proposed： creating the cross-regional management institutions, establishing cross-regional cooperation sharing mechanism, expanding the integrating and communicating mechanism of industrial chain, making plans of pro-moting industrial integration and so on.
