江西省知识产权保护与科技创新协同发展的政策绩效研究

从知识产权和科技创新协同发展的角度,首次在该领域运用基于Vague集理论的方法筛选关键指标,提出了侧重于政策本身与政策绩效协同的新计算方法;通过主成分分析,对计算出的协同指标进行分类,并与经济指标进行逐步回归分析。在上述分析测算的基础上,结合江西省的情况提出了政策建议:在科学技术普及、国际科技合作、科研机构改革方面,应该多出台一些政策;尽量不增加科技奖励政策,或加强奖励政策的严格审核以及奖后的追责机制;提高不同政策部门政策制定的协同水平,尤其是提高知识产权保护与科技创新标准协同水平。

From the aspect of synergetic development of intellectual property and technology innovation, the theory of Vague set is first used to find the key performance indicators, and a new calculation method is made to measure synergy development of policy and policy performance. The new indexes are classified by principal component analysis and then stepwise regres- sion analysis with the economic indicators of Jiangxi Province is conducted. The suggestions are proposed that the govern- ment should have more policies on the popularization of science and technology international cooperation in science and technology and the reform of scientific research institution; no more new policy on the award of science and technology is needed and the existing policy should be checked more strictly; and more policies are needed to increase the level of synergetic development between the protection of intellectual property rights and technological innovation.
