环境规制与技术创新:基于不同类型环境规制的比较分析

作为社会性规制的一种,环境规制对技术创新的影响效果备受争议。本文利用我国30个省市区(除港、澳、台及西藏)2006-2012年的数据,实证分析了费用型环境规制和投资型环境规制对企业技术创新的影响。研究结果表明,费用型环境规制对东部地区企业技术创新具有显著的抑制作用,投资型环境规制对东部地区企业技术创新具有显著的激励作用,而两种类型环境规制对西部地区企业技术创新的影响均不显著。因此,在制定环境规制政策时,要考虑不同类型环境规制的效果以及不同区域差异因素。

As a kind of social regulation, environmental regulation has a controversial effect on enterprise technological innovation. By dividing the environmental regulation into two types, i.e., expenditure-style and investment-style environmental regulations, this paper has done an empirical research on their impacts on enterprise technological innovation. The results show that expenditure-style environmental regulation has an obviously negative effect on the enterprise technological innovation in the eastern region, and investment-style environmental regulation has obviously positive effects on enterprise technological innovation in eastern region, while two types of environmental regulation have no significant effects on enterprise tech-nological innovation in western region. Hence, when formulating environmental regulation policies, relevant departments should take discrepancies to different areas brought by different kinds of environmental regulation into consideration.
