中国话语的关键是"中国",强调的是话语及其理论支撑的民族性、特殊性。充分体现中国特色、中国风格、中国气派,是打造中国话语的总体要求。中国话语要坚持以马克思主义为指导,运用马克思主义的基本立场、观点和方法,反映中国化马克思主义的理论成果和经验启示;中国话语要坚定中国特色社会主义道路自信、理论自信、制度自信、文化自信,以讲清楚中国道路的"中国特色"为根本任务,讲好中国故事,讲清中国道理;中国话语应当弘扬、传承中华优秀传统文化,对其作创造性转化与创新性发展;中国话语要把世界最关注的中国问题说清楚,对世界面临的共同难题提出主张,强化议题设置能力,打造融通中外的新概念、新范畴、新表达,改变长期以来"西强我弱"的国际舆论格局。

The key to Chinese discourse lies in its'Chinese'elements, which stresses the ethnicity and specialty of its supporting discourse and theories. It is the overall demand for constructing the Chinese discourse to fully demonstrate Chinese characteristics, styles and manners. The Chinese discourse shall uphold the guidance of Marxism, leverage the fundamental stance, ideology and methodology of Marxism, and reflect the theoretical accomplishment and illumination in the localization of Marxism. The discourse shall consolidate the confidence of the pathway, theory, institution and culture of socialism with Chinese characteristics, stick to the ultimate mission of clarifying the features of Chinese pathway,publicize Chinese stories well, and illustrate Chinese principles loud and clear. The Chinese discourse shall uphold and inherit traditional and refined Chinese cultures, making progress in creative transformation and innovative development. The discourse shall state clearly the Chinese issues which the world is most concerned with, putting forward proposals for common problems all over the world, intensify the capability of issue designing, build up new concepts, scopes and expressions for global integration, and revers the long-lasting international publicity pattern featured by'strong western and weak China'.
