城镇化加速进程下营区与城市融合建设探讨

Exploration of Co-melting Construction between Military Communities and Towns under Urbanization

营区与城镇的矛盾关系是阶段性和动态变化的,从近郊选址条件下城营和谐共处,到城镇化扩张效应下"兵临城下",再到城镇化加速作用下营区边界破损、蚕食缩小和内部更新,部分营区最终在被动态势下观望去留。在城镇化加速进程中这种动态变化趋向明显和普遍化,如何在变化的环境中求城镇与营区不变的和谐关系是一个重要课题。对于新建营区,结合营区发展需求与城镇化发展需求,科学量化地确定营区选址方案是重要的解决对策,对于既有营区,一方面通过土地置换并确定优化选址是重要对策,另一方面对于特殊因素不采取异地重建的营区,可从营区的边界区域入手,通过规划设计策略来构建和谐的过渡关系。

The contradiction between military community and towns is periodic and in dynamic change. Originally, they were at harmonious relationship when the military community was far away from the towns. And then the military community was under siege with the development of towns, and then the boundary of military community damage, and it narrows down and needs to adjust itself internally. But the contradictions and conflicts won＇ t disappear and some military communities need to move out from the towns under passive situation. This kind of dynamic change trend obvious and generalization under the process of urbanization. How to build up a harmonious relation between towns and military communities is an important issue. For the new ones, making scientific plan of site selection combined with the needs of military communities and the urbanization development is the most important countermeasure. For the ones already built, on the one hand, land replacement is an important countermeasure, on the other hand, if there are military communities which won＇ t move for special factors,try to reduce contradictions and conflicts with the construction of boundary region to build up a harmonious relationship between military communities and towns.
