Analysis on Competitive Supply of Library Services:Based on the Background of Government Purchasing Library Services

政府购买图书馆服务促进了图书馆服务供给的多元化。图书馆服务的竞争性供给就是在每一个过程与环节中按照主体性质开放进入,引进多元化竞争主体,形成图书馆服务竞争性供给的格局。图书馆服务供给竞争性供给的实现路径是开放进入,培育管理规范、充满活力的图书馆服务市场,细分图书馆服务供给环节,区分决策与生产,对生产过程进行竞争性安排,维护社会公众的消费者主权,加强顶层设计,强化政府能力。

Government purchasing library services has promoted the diversification of library service supply patterns. This paper argues that competitive supply of library services is opening access to diversified subjects according to the nature in the process and link, introducing diversified competition subjects, forming competitive supply of library services pattern. Finally, it puts forward some suggestions on the implementation of the competitive supply of library services such as opening access, rapidly cultivating and regulating the library service market, distinguishing between decision-making and production, making competitive arrangements for the production process, safeguarding the consumer sovereignty, strengthening top design and government capacity building.
