军工集团作为国防科技工业的骨干力量,肩负着服务国防军队建设、促进科技进步、服务经济发展三大历史使命,具有鲜明的军民融合属性,是天然贯彻军民融合发展国家战略的主力军。国内外安全和发展新形势、新特点使得军工集团的军民融合面临新的问题和挑战。本文基于中国军工集团军民融合深度发展相关问题的研究,分析了军工集团军民融合发展的总体趋势,围绕国家总体安全和军民融合发展战略的新要求,提出了科学妥当处理好军与民、大与小、上与下、内与外、左与右、计划与市场六方面关系。

As the backbone of national defense science and technology industry, the defense industry groups have three major historical missions to serve the construction of national defense forces, promote scientific and technological progress and serve economic development. They have the distinct characteristics of civil-military integration, and are the natural main forces to implement the integration of the national strategy of civil-military integration development, The new situations and new features of the international and domestic security and development also make the civil-military integration development of the defense industry groups face new problems and challenges. Based on the research on the related problems of the civil-military integration deep development of the Chinese defense industry groups, this paper analyzed the general trend ＂of the civil-military integration development of defense industry groups. It was suggested to scientifically and rationally deal with the six aspects of the relationship of the military and the civilian, including the size relationship, up and down relationship, internal and external relationship, left and right relationship, planning and market relationship.
