“一带一路”战略沿线国家资格框架对接的路径和策略 被引量:12

On the Path and Strategies to Facilitate the National Qualifications Frameworks Connectivity in the Countries along the Belt and Roads

摘要 《推进共建"一带一路"教育行动》提出将"教育行动五通"作为基础性举措,开展教育互联互通。绝大部分"一带一路"战略沿线国家已经或准备实施国家资格框架(NQF)。全面沟通和对接"一带一路"沿线国家资格框架,要以建立跨国基准框架为基本途径,统筹整合资格框架设计、资格等级体系、学分积累与转换体系和质量保障体系,从而对接沿线国家教育标准和市场标准,促进跨国人才流动。 China Education Action on Building the Belt and Road proposed Education Ac- tion on Five Kinds of Connectivity as the basic measure to carry out education connectivity cooperation. Most of the countries along the Belt and Road initiative regions have implemen- ted or are being preparing their own national qualification frameworks (NQF). To communi- cate comprehensively or dock their NQF in the countries along the Belt and Road, it should establish the transnational infrastructural frame as the basic path, and integrate and coordi- nate the NQF design, the qualification level system, credit accumulation and transfer and quality guarantee system, which would dock the education .standards and market standards and promote mobility of talented personnel.
