摘要
保护生态环境与脱贫攻坚是陕南地区急需解决的两大问题,前者关系保障国家生态安全和南水北调中线工程可持续供水,后者关系完成国家2018年脱贫和2020年全面建成小康社会的重任。陕南地区绿色产业脱贫面临着总体实力偏弱、工业化程度低、各产业比重不合理、产业结构调整缓慢等制约,应完善陕南绿色产业体系和绿色产业脱贫保障措施。
Protect the ecological environment and poverty alleviation are the two urgent issues needed to be solved in Southern Shaanxi. The former is related to the safeguard of national ecological security and sustainable water supply of south-to-north water transfer project, the later is related to the mission of poverty alleviation in 2018 and to build a well-off society in an all-round way in 2020. Southern Shaanxi green industry is facing the problems of weak overall strength, low degree of industrialization, the proportion of each industry is unreasonable and the slow adjustment of the industrial structure. Therefore, Southern Shaanxi should perfect the system of the green industry and green industry of poverty security measures.
