我国旅游村寨民族文化补偿机制构建

Study on the Ethnic Culture Compensation in Tourism Village in China

旅游村寨民族文化的开发使用权与传承、保护权的分离,致使民族文化"公地悲剧"效应显现,危及民族文化的传承与创新、村寨的和谐与稳定及村寨旅游业的可持续发展,因而迫切需要对民族文化的天然产权人实施文化补偿。文章在民族文化补偿概念界定的基础上,分析民族旅游村寨构建民族文化补偿机制的必要性,着重探讨民族旅游村寨民族文化补偿的主客体、补偿标准、补偿方式与补偿方案等内容,解决了民族文化补偿机制构建中的"为什么补、谁补给谁、补多少、如何补"等关键问题,以期促进旅游村寨民族文化补偿尽快付诸实践。

Owing to the separation of developing right and the protection right of ethnic culture, the ＂Tragedy of the Commons＂ of ethnic culture in Ethnic Tourism Village is arising, the inheritance and innovation of ethnic culture, the harmony and stability of the village, the sustainable development of village tourism are all faced great challenges, so it is necessary to compensate the natural owner of ethnic culture. Based on the concept of ethnic culture compensation, this study analyzes the necessity of ethnic culture compensation, the compensation object, the compensation standard, the compensation mode of cultural compensation in Ethnic Tourism Villages, and solves the key issues of ethnic culture compensation in ＂why compensation, who compensate whom, how much and how to compensate＂, so as to promote the ethnic culture compensation into practice as soon as possible.
