农业供给侧结构性改革背景下对加强科技创新的思考

Reflections on Strengthening Scientific and Technological Innovation in the Context of Agricultural Supply-Side Structural Reform

推进农业供给侧结构性改革的关键是科技创新。文章通过用辩证思维解决"怎么看"的问题、用系统思维解决"怎么办"的问题、用战略思维解决"怎么干"的问题的思考,提出要以更宽的视野把握农业供给侧结构性改革的主线,找准方向、明确任务,在科技创新上抓好三个方面,在科技服务上实现三个转变,在成果转化上构建三个机制,为农业供给侧结构性改革背景下的农业科研单位加强科技创新提出了具体意见和建议。

Scientific and technological innovation is the key point to promote agricultural supply-side structural reform . We interpreted ＂how to view this issue＂ by dialectical logic mode of thinking, solved ＂what shall we do＂ by systemic thinking and pointed out ＂how to do＂ by strategic thinking. It was proposed to grasp the main question at wider vision for agricultural supply-side structural reform, look for right direction, clearly know the task. We should concentrate on the three main tasks on the scientific and technological innovation, achieve three changes on structural services, and build up three systems on the transformation of scientific and technological achievements. Finally, specific advice and suggestions to agricultural scientific research institutions on strengthening scientific and technological innovation under the background of agricultural supply-side structural reform were put forward in the paper.
